FIX: File Explorer may stop responding when you try to access a local file share by using a UNC path (836632)

SYMPTOMS

When you access a network share on a local computer, File Explorer may stop responding.

CAUSE

The NetBIOS implementation does not correctly handle loop-back access. This causes a deadlock between the incoming messages and the outgoing messages.
