You cannot use Loadstate.exe to migrate user settings without administrative credentials in Windows XP (835892)

CAUSE

This problem occurs when you use User State Migration Tool (USMT) version 2.0 and earlier versions and your user account does not have administrative credentials. You must have administrative credentials to modify user settings by using Loadstate.exe.

Note The documentation for Loadstate.exe incorrectly indicates that administrative credentials are not required. However, this documentation is incorrect for USMT 2.0 and earlier versions.

RESOLUTION

Service pack information

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. The English version of this hotfix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

WORKAROUND

If you do not install the hotfix that is provided in the "Resolution" section, work around this problem by using USMT version 2.5. Note the following information about this version of USMT:

You do not have to have administrative credentials.
This version is the recommended version to use when you migrate to Windows XP.
This version is available on the Microsoft Windows Server 2003 CD in the following folder:
\Valueadd\Msft\Usmt
