Internet Explorer, Control Panel, or Add or Remove Applications stops responding after you install Windows 2000 SP4 (833974)

SYMPTOMS

After you install Service Pack 4 or Windows 2000 Security Update MS04-011 on your Microsoft Windows 2000-based computer, you may experience one or more of the following problems.

Note These symptoms also occur during a Terminal Services client session.
  • Internet Explorer stops responding
  • You cannot use Add or Remove Applications in Control Panel.
  • You cannot start Control Panel

WORKAROUND

To work around this problem, stop the remote registry service, and then start Internet Explorer or Control Panel. To stop the remote registry service, follow these steps:
  1. Right-click My Computer, and then click Manage.
  2. Under Computer Management, expand Services and Applications, and then click Services.
  3. In the Services pane, click Remote Registry, and then click Stop

RESOLUTION

To resolve this issue, install the hotfix package that is described in the following article in the Microsoft Knowledge Base:

834010 A deadlock occurs when a program that uses WMI calls the LoadLibrary() or the FreeLibrary() function in Windows 2000
