You may receive an "Illegal operation" error message when you try to activate a computer that runs Windows 98 Second Edition (832956)

- the operating system: Microsoft Windows 98 Second Edition
SYMPTOMSWhen you try to activate a computer that runs Microsoft
Windows 98 Second Edition, the activation may not succeed, and you may receive
the following error message: Illegal
Operation Additionally, you may receive a message that you must shut down your computer. Note You may notice this behavior when you try to activate your
computer, either as part of the Windows Rights Management Services (RMS) client
setup, or if you use the Actmachine.exe executable program. CAUSEThis problem occurs if your computer does not have the
Active Directory Services toolkit installed. On computers that run Windows 98
Second Edition, the Active Directory Services toolkit is a system requirement; you cannot
use the RMS client without the Active Directory Services toolkit.RESOLUTIONTo resolve this problem, install the Active Directory
Services toolkit.STATUS This
