FIX: ROM Image Contains Incorrect Strings (831793)

SYMPTOMS

When building an operating system, strings that contain extended ASCII characters or multibyte characters may be stored in the ROM image with incorrect values. This behavior can affect strings that are stored in the registry, in the property database, in the object store, and in other components that are localized by means of the Makeimg.exe tool.
