Cannot Add a Japanese Virtual Machine to Virtual PC 2004 (831519)

SYMPTOMS

If you move a Japanese version virtual machine (*.vmc) and the associated virtual hard disks (*.vhd) to your My Virtual Machines folder and then run the New Virtual Machine wizard to add it to Microsoft Virtual PC 2004, you may receive the following error message:
The file "Drive:\\File_path\Virtual_machine_name.vmc" does not exist.

If you would like to create a new virtual machine configuration, you must use the "Guide Me" or "Create a default PC" option.
If you try to add the Japanese virtual machine file to Virtual PC 2004 by double-clicking the *.vmc file, you may receive the following error message:
An error occurred while processing command line options.
One or more of the parameters is invalid.

CAUSE

This problem occurs because the physical computer uses the English version of the Microsoft Windows operating system. This problem occurs no matter whether you have installed East Asian Language Pack to the physical computer's Windows operating system.

STATUS

Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section of this article.
