CAUSE
This issue may occur if any one of the following conditions is true:
- The Msxml3.dll file has been unregistered.
- The Msxml3.dll file has become corrupted or is missing.
- The Msxml3.dll file has been replaced with an unexpected version.
Note This issue still occurs when you reinstall the Windows Journal Viewer because the Msxml3.dll file is a system file. Therefore, the file is not replaced when you reinstall Windows Journal Viewer.
RESOLUTION
To resolve this issue, use the following methods in the order that they appear.
Reregister the Msxml3.dll file
The Msxml3.dll file may have been unregistered. To reregister the file, follow these steps:
- Close all instances of Windows Journal Viewer.
- Click Start, click Run, type cmd in the Open box, and then click OK.
- In the %windir%\system32 folder, type regsvr32 msxml3.dll, and then press ENTER.
- If you receive a message that the operation was successful, try to open Windows Journal Viewer again.
If the message does not appear, you receive an error message, or the handwritten note content still does not appear, the Msxml3.dll file may have been corrupted or may be missing. Go to the next method.
Restore the Msxml3.dll file
If the Msxml3.dll file has become corrupted or is missing, you may be able to use the System File Checker to restore the file.

If the issue recurs, you may have to replace the Msxml3.dll file. Go to the next method.
Replace the Msxml3.dll file
If the methods that are described earlier in this article do not resolve the issue, the Msxml3.dll file may have been replaced by an unexpected version, or the Msxml3.dll file may be missing. You may be able to resolve the problem by downloading the latest version of Msxml3.dll.
