If you are using the Portfolio Modeler or the Resource Substitution Wizard in Microsoft Office Project Professional 2003 or in Microsoft Office Project Server 2003, you may obtain incorrect results for in progress projects. Under these circumstances, Project 2003 only looks at the data that is in the Remaining Work field, and schedules the remaining work from the start date of the project.

Microsoft recommends that you do not use the Portfolio Modeler or the Resource Substitution Wizard for projects that are in progress.

Project 2003 schedules remaining work from the start date of the project. This problem may cause both the Portfolio Modeler and the Resource Substitution Wizard to return incorrect results for in progress projects--for example, you would receive incorrect results for projects that have accruals posted against them. The resource substitution and Portfolio Modeler use the same underlying technology. The resource substitution and portfolio manager were meant to be used to help understand what resources can work on a particular project. Basically, these features permit the project manager to ask the question, "Given all the projects that I want to do, do I have sufficient resources to cover the work?" After the project manager staffs the project with the resources that are suggested by the Substitution Wizard, they are ready to start to add actuals to their project. What the tools do not permit you to do is say, for example, "I have already staffed my project and I've made a number of changes and some things are done. Now I want to go back and see how things would look if I restaffed the project." If you already have tasks that are in progress, the modeler and the Substitution Wizard can over book a resource because actual work is not taken into account. Therefore, you could end up with a shorter, but incorrect schedule.

If you want to use these tools on projects with actuals, schedule any remaining work after the status date. Then, you will receive correct results.
