The Default Domain Controller Security Policy Icon and the Domain Security Policy Icon Do Not Work When You Upgrade to Windows Server 2003 (828291)

SYMPTOMS

When you run the Dcpromo command on a Microsoft Windows 2000 Server-based computer to promote it to a domain controller, two new icons -- Default Domain Controller Security Policy and Domain Security Policy -- are installed in the Administrative Tools folder in the Start Menu folder. When you upgrade this domain controller to Microsoft Windows Server 2003, the System Compatibility Report component reports that Windows 2000 Administration Tools feature is not compatible with Windows Server 2003. If you complete the installation of Windows Server 2003, and then you click the Default Domain Controller Security Policy icon or the Domain Security Policy icon in the Administrative Tools folder, the associated program does not open.

CAUSE

This problem occurs because the Windows 2000 Administration Tools feature is not compatible with Windows Server 2003.

RESOLUTION

To resolve this problem, use one of the following methods:
  • If you did not complete the upgrade to Windows Server 2003, remove Windows 2000 Administration Tools, and then restart the upgrade.
  • If you have completed the upgrade to Windows Server 2003, install the Windows Server 2003 Administration Tools package by running the Adminpak Windows Installer package (.msi) file. Adminpak.msi is located in the i386 folder on your Windows Server 2003 CD.

    Note If the Windows 2000 Administration Tools feature was still installed when the Windows 2000-based computer was upgraded to Windows Server 2003, do not try to remove the Windows 2000 Administration Tools icon that appears in the Add or Remove Programs tool in Control Panel. If you try to do so by using the Add or Remove Programs tool, you may receive the following error message:
    apphelp dialog canceled thus preventing the application from starting.
    Ignore this error message. When you install the Windows Server 2003 Administration Tools package, the Windows 2000 Administration Tools icon is replaced by the Windows Server 2003 Administration Tools Package icon.
