FIX: "The parameter is incorrect" error message when you open a file from a CD-ROM in a Visual C++ MFC application that was created in Visual Studio .NET 2003 (828100)

SYMPTOMS

When you try to open a file that is located on a CD-ROM by using Open on the File menu of a Microsoft Foundation Classes (MFC) application, and the MFC application was created in Microsoft Visual Studio .NET 2003 by using Microsoft Visual C++ .NET, you receive the following error message:
The Parameter is Incorrect

RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next Visual Studio .NET 2003 service pack that contains this hotfix.
