You receive an "Access denied" error message when you try to move a search scope or set a new default search scope in SharePoint Portal Server 2003 (827921)

SYMPTOMSWhen you create a new search scope on the Manage
search scopes page of your portal site, and then you click
Move Up, Move Down, or Use as Default
Scope, to move the search scope up the list, move the search scope
down the list, or set the search scope as the default scope, you may receive an
error message that is similar to the following: Access
denied CAUSEThis problem may occur if the user account that is
configured as the portal site application pool identity is a member of a site
group that does not have the Manage Portal Site - Specify portal site
properties and manage site settings right assigned to it. To move a
search scope or to set a search scope as the default scope, you require this
site group right.WORKAROUNDTo work around this problem, add the user account that is
configured as the portal site application pool identity to a site group that
has the Manage Portal Site - Specify portal site properties and manage
site settings right assigned to it. For example, add the portal site
application pool identity to the Administrator site group. To do so, follow
these steps:
- On the Site Settings page of your portal site, under
General Settings, click Manage
users.
- In the list of users, click to select the check box next to
the user account that is configured as the portal site application pool
identity, and then click Edit Site Groups of Selected
Users.
- In the Site Group Membership area, click
to select the Administrator - Has full control of the Web site
check box, and then click OK.

has confirmed that this is a problem in the Microsoft products that are listed
at the beginning of this article.
