The Configuration Connection Agreement stops with event ID 8146 in the application log in a mixed-mode Exchange 2000 Server environment (827618)

SYMPTOMSIn a mixed-mode Microsoft Exchange 2000 Server and Microsoft Exchange Server 5.5 environment, you may experience the following symptoms: - You receive a non-delivery report (NDR) when you send an e-mail message between the Exchange 2000 Server computer and the Exchange 5.5 Server computer by using an X.400 one-off address.
- In the Microsoft Exchange Administrator program on the Exchange 5.5 Server computer, the Exchange 2000 Server computer object appears, but the Exchange 2000 Server computer children objects do not appear. When you expand the Exchange 2000 Server computer name, Microsoft DSA is the only child container that appears.
- Events that are similar to the following may be logged in the application event log of the Exchange 2000 Server computer:

/o=OrganizationName/ou=SiteName/cn=Recipients/cn=UserName. This security setting will not
be mapped to the Exchange 2000 MAPI TLH. Ensure that this object exists in
Exchange 5.5 and that it has successfully replicated into the Active Directory.

CAUSEThis behavior may occur if certain users or distribution lists are explicitly granted permissions to create top-level public folders or are explicitly denied permissions to create top-level public folders on the Exchange Server 5.5 computer.
WORKAROUNDTo work around this behavior, you must reset the default top-level public folders permissions on the Exchange Server 5.5 computer. To do this, follow these steps: - Connect to the Exchange 5.5 Server computer by using the Microsoft Exchange Administrator program.
- Expand Site, and then click Configuration.
- In the right pane, double-click Information Store Site Configuration.
- Click the Top Level Folder Creation tab.
- To reset the default top-level public folders permissions, under Allowed to create top level folders, click All, under Not allowed to create top level folders, click None, and then click OK.
- On the Exchange 5.5 Server computer, restart the Exchange Information Store service. To do this:
- Click Start, point to Programs, point to Administrative Tools, and then click Services.
- Right-click the Microsoft Exchange Information Store service, and then click Restart.
- Click Yes if you are prompted to restart other services.
- On the Exchange 2000 Server computer, restart the Active Directory Connector service. To do this:
- Click Start, point to Programs, point to Administrative Tools, and then click Services.
- Right-click the Microsoft Active Directory Connector service, and then click Restart.
- Wait approximately 30 minutes.
After approximately 30 minutes, replication should occur and the missing Exchange 2000 objects should appear in the Exchange Administrator
program on the Exchange 5.5 Server computer. E-mail should work correctly in both directions.
