You receive a picture is too large error message when saving a publication to an earlier version in Publisher 2003 (827316)

SYMPTOMS

When you try to save a Microsoft Office Publisher 2003 publication as an earlier version of Publisher, such as Publisher 2000, you may receive the following error message:
There is a picture on page Page_Num that is too large to be converted to previous versions of Publisher.
Where Page_Num is the page number that the picture resides on. After you close the error message the save process stops and your publication is not saved in the earlier format.

CAUSE

This problem occurs if there is a picture in the publication that is larger than 16 megabytes (MB).

WORKAROUND

To work around this problem, you can use Graphics Manager to locate each image that is larger than 16 MB and then remove the picture from the publication and replace it with a lower resolution image. This workaround requires that you already have a lower resolution image already created. To use Graphics Manager to locate each image that is larger than 16 MB, follow these steps:
  1. On the Tools menu, click Graphics Manager.
  2. In the Select a picture list, right-click the picture that you suspect is larger than 16 MB, and then click Details.
  3. Verify that the image is larger than 16 MB.
  4. Click Close to close the Details window.
  5. Right-click the picture in the Select a picture list, and then click Replace this Picture.
  6. Select the low resolution version of the image, and then click Insert.
Repeat these steps for each picture that exceeds 16 MB in file size.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
