PRB: You Receive an Error Message While You Install Host Integration Server 2000 on Windows Server 2003 (826551)
The information in this article applies to:

SYMPTOMSDuring the installation of Microsoft Host Integration Server 2000 on Microsoft Windows Server 2003, you receive the following error message: Error 1931. The Windows Installer service cannot update the system file
C:\WINDOWS\system\c_037.nls because the file is protected by Windows.
You may need to update your operating system for this program to work correctly. The application log of the Event Viewer also shows an Event ID 11931 with the same text as the error message listed earlier. Note Host Integration Server 2000 Service Pack 1 and later versions are supported on Windows Server 2003. CAUSEThis error message occurs because the System File Protection (SFP) in Windows Server 2003 does not permit the replacement of National Language Support (NLS) files because they are protected system files. The NLS files that Host Integration Server 2000 is trying to install are already included with Windows Server 2003.WORKAROUNDYou can safely ignore this error message. Click OK to continue.
