You receive an "An error (1440) occurred during the action Insert Control" error message when you insert a Visio drawing control in Visio 2003 (826411)

SYMPTOMSWhen you try to insert a Microsoft Visio 2003 Drawing Control in a Visio 2003 document, you may receive the following error message:
An error (1440) occurred during the action Insert
Control. When you click OK to close the error
message, you may receive the following error message: Visio is
unable to insert this control. CAUSEThis problem occurs because Visio is not a supported
container for the Visio Drawing Control. The Visio Drawing Control operates as
another instance of the Visio program and provides some of the same
functionality as the full program. As a result, Visio and the control
cannot coexist at the same time. STATUS Microsoft
has confirmed that this is a problem in the Microsoft products that are listed
at the beginning of this article.
