PRB: SOAP Toolkit 3.0 May Not Install on Windows 2000 Service Pack 4 (SP4) (825075)

SYMPTOMS

The SOAP Toolkit 3.0 SDK or the SOAP Toolkit 3.0 redistributable installation may fail in Microsoft Windows 2000 Service Pack 4 (SP4) with entries in the Application event log like the ones listed below:mm/dd/yyyy hh:mm:ss PM MsiInstaller Information None 11708 N/A Servername Product: CustomMSI -- Installation operation failed.
mm/dd/yyyy hh:mm:ss PM MsiInstaller Error None 11722 N/A Servername Product: CustomMSI -- Error 1722.
There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor. Action QFE_2K.6AB4B1E3_9BF2_4A9B_BC64_CE23E2B44659, location: C:\WINNT\Installer\MSI9.tmp, command: -q -z

CAUSE

Microsoft Windows HTTP Services (WinHTTP) version 5.1 (QFE_2K.6AB4B1E3_9BF2_4A9B_BC64_CE23E2B44659) is included in the SOAP Toolkit 3.0 (SDK/Redistributable) but is not intended to be installed on Windows 2000 SP3 or later. WinHttp DLL version 5.1 is part of Windows 2000 beginning with SP 3, and only a system installation can modify this file. Any non-system installation that tries to install this file fails.
