You receive an "The encoding format for this file is not supported" error message when you import your junk e-mail filter list in Outlook 2003 (823916)

SYMPTOMS

When you import a text file that contains a list of e-mail addresses to add to your junk e-mail filter, you may receive the following message:
The encoding format for this file is not supported. Resave the file using either ANSI or Unicode encoding.

CAUSE

This behavior occurs when the text file is formatted as UTF-8.

RESOLUTION

To resolve this behavior, save your junk e-mail filter list again as either ANSI or UNICODE text, and then import your list. To do this, follow these steps:
  1. Start Notepad, and then open your junk e-mail filter list.
  2. If your file contains the e-mail addresses that you want to add to your e-mail filter list, click Save As on the File menu.
  3. In the Save As dialog box, click either ANSI or Unicode in the Encoding list, and then click Save.
  4. Click Yes when you receive the following message:
    path\filename already exists.
    Do you want to replace it?
