Help Files Open Slowly After You Install HTML Help 1.4 Update (820726)

SYMPTOMS After you install HTML Help 1.4 from Microsoft Security
Bulletin MS03-004 (or a more recent HTML Help security update), you may
experience the following symptoms:
- Help files in various programs open slowly, and you may
receive error messages as a result of the delay.
- Compiled Help Module (CHM) Help files open slowly when
you open these files directly.
- You may notice increased network traffic between the
client computer and a domain controller when you open a CHM file.
These symptoms occur when you are logged on as a domain user or
a local computer user. CAUSE This issue may occur if you install HTML Help 1.4 on a
Windows NT 4.0-based computer that is a member of a Windows domain. The problem
occurs because HTML Help 1.4 checks and sets the Access Control Lists (ACLs) on
certain files when it starts up using the
GetNamedSecurityInfo() and
SetNamedSecurityInfo() API calls. A problem with
implementation causes these functions to contact a domain controller.RESOLUTION
A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to systems that are experiencing this specific problem.
