The start time of appointments is changed to one hour later in OWA (818379)

SYMPTOMS

When you create an appointment in Microsoft Outlook and invite an attendee, if the attendee opens the appointment in Outlook Web Access (OWA), the attendee sees the scheduled start time of the appointment as one hour later than the time that you set for the appointment to start. If the attendee accepts the invitation to the appointment, the appointment appears in the attendee's Calendar view with the one-hour time change. When you view the appointment in OWA Calendar view, the appointment start time appears unchanged. If you open the appointment, the start time is one hour later than the time that you set for the appointment to start.

To help illustrate this problem, consider the following scenario:
  1. You create an appointment in Outlook, and then select the start time that you want the appointment to start (for example, 09:00).
  2. You add an attendee to the appointment, and then you save and close the appointment. In the Outlook Calendar, you see the appointment scheduled to start at the time that you set (09:00).
  3. The invited attendee uses OWA to open the appointment and sees the start time of one hour later (10:00) than the time that you set for the appointment to start (09:00).
  4. The attendee accepts the invitation, and then the attendee's OWA Calendar view confirms that the appointment has been added one hour later (10:00) than the time that you set for the appointment to start (09:00).
  5. You start OWA, and then in Calendar view, you see the appointment scheduled to start at the time that you set (09:00).
  6. You open the appointment, and the start time has changed to one hour later (10:00) than the time that you set for the appointment to start (09:00).
