You cannot open the private contacts in a shared contact folder when they are included in public distribution lists in Outlook 2003 (817967)
The information in this article applies to:

SYMPTOMSWhen you give a user Reviewer permission for your Outlook
Contacts folder, they cannot see contacts that you have marked as private.
However, if you have included a private contact in a public
distribution list, then the user with Reviewer permission can open the
distribution list, and, in the distribution list, open your private contact,
contrary to expectations.WORKAROUNDTo work around this problem, use either of the following
methods:
- Do not include a private contact in a public distribution
list.
-or- - Make any distribution list private that contains a private
contact.
STATUS Microsoft
has confirmed that this is a problem in the Microsoft products that are listed
at the beginning of this article.
