Cannot install BizTalk Accelerator for HIPAA v2.0 on a domain controller (815215)

SYMPTOMSWhen you install Microsoft BizTalk Accelerator for Health
Insurance Portability and Accountability Act of 1996 (HIPAA) 2.0 on a domain
controller, you may receive the following error message: Failed
to install trading partner manager -2146368497 CAUSEError -2146368497 means that "One or more users are not
valid." During the installation of the Trading Partner
Manager, the setup routine tries to add the local BizTalk Server
Administrators group to the roles for the BTSA4H Trading Partner
Manager Application COM+ application listed in Component
Services. The local BizTalk Server Administrators Group does not exist
on a domain controller because domain controllers do not maintain local groups.
Domain controllers maintain only domain groups.RESOLUTIONDo not install the Microsoft BizTalk Accelerator for HIPAA
2.0 on a domain controller. Installation of the Microsoft BizTalk Accelerator
for HIPAA on a domain controller is not a supported
configuration.STATUS
This behavior is by design.
