"Components are not registered properly" error message when you use ManagementModuleUtil.exe to export or to import a management pack in MOM 2000 SP1 (815202)

SYMPTOMS

When you try to use the ManagementModuleUtil.exe program to export or to import a management pack in Microsoft Operations Manager (MOM) 2000 Service Pack 1 (SP1), you may receive the following error message:
Error: Microsoft Operations Manager components are not registered properly. Result code: 80040154

CAUSE

This problem may occur if the MOM 2000 database and the MOM 2000 Data Access Service (DAS) are installed on different computers.
