BUG: "Invalid Procedure Call or Argument" error while creating Visual C# and Visual J# projects in Japanese Visual Studio .NET using English OS (814913)

SYMPTOMS

When you try to create either a new Visual C# .NET or Visual J# .NET application in Japanese Visual Studio .NET that is installed on a computer that is running an English verision of the Windows operating system, you may receive the following error message:
Invalid procedure call or argument

CAUSE

Visual Studio .NET still depends on the code page for languages other than English.

STATUS

Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section.\

WORKAROUND

Change the regional settings to Japanese instead of English. To change the regional settings on your computer that is running Windows 2000, follow these steps:
  1. Click Start, point to Settings, and then click Control Panel.
  2. In Control Panel, double-click Regional Options.
  3. In the Your locale (location) list, click Japanese.
  4. Under Language settings for the system, click to select the Japanese check box, and then click OK.
To change the regional settings on your computer that is running Windows XP, follow these steps:
  1. Click Start, and then click Control Panel.
  2. In Control Panel, click Date, Time, Language, and Regional Options.
  3. In the Date, Time, Language and Regional Options window, under Pick a task..., click Add other languages.
  4. In the Regional and Language Options dialog box, click the Advanced tab.
  5. Under Language for non-Unicode programs, click Japanese.
