Migration wizard appears when you install and then start Visual Studio .NET 2003 (814327)

SYMPTOMSWhen you run Microsoft Visual Studio .NET 2003 for the first
time after you install the program, a migration wizard for upgrading the
settings from Visual Studio .NET 2002 to Visual Studio .NET 2003 appears. This
behavior occurs regardless of whether Visual Studio .NET 2002 was ever installed
on the computer.CAUSEWhen you install Visual Studio .NET 2003, the following registry entries are created:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\VisualStudio\7.1
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\VisualStudio\7.0
The second registry entry refers to Visual Studio .NET 2002. Typically, this entry is created
only when you install Visual Studio .NET 2002. When you start Visual Studio
.NET 2003, the second registry entry indicates that you are upgrading from the earlier version of the program. Therefore, Visual Studio .NET 2003 starts the migration wizard.
