FIX: Merge publications cannot synchronize on SQL Server 2000 Service Pack 3 (814032)

BUG #: 364026 (SHILOH_BUGS) SYMPTOMSYou will experience one or more of the following problems
when you publish a database with a binary collation for merge replication on a
prior build of SQL Server and you upgrade to SQL Server 2000 SP3, or when you
try to publish a database with binary collation for merge replication, after
you install SQL Server 2000 Service Pack 3:
- Existing merge replication publications can no longer be
synchronized.
- New merge replication publications cannot be
created.
- Existing merge replication publications cannot be
dropped.
- Merge replication publications disappear from the
Replication Monitor in SQL Server Enterprise Manager.
Additionally, you may receive the following error
message: You do not have the required permissions to
complete the operation. CAUSEThe merge replication ISPALUSER system built-in function
returns incorrect results when run in the context of a database that has a
