Queued COM+ Application Cannot Start if the First Retry Queue Has Been Deleted (813714)

SYMPTOMS

If the first retry queue of a COM+ queued application is deleted, the application cannot be started. When this problem occurs, you receive the following error messages in the event log:
-- Error 1 --
MQPathNameToFormatName : The queue does not exist, or you do not have sufficient permissions to perform the operation.
