FIX: When you examine the CanOverride property of a sub procedure, the property returns an incorrect value in Visual Studio .NET (812808)

SYMPTOMS

In Microsoft Visual Studio .NET 2002, when you use Microsoft Visual Basic .NET to create an application that contains a CodeModel object, and then you examine the CanOverride property of a public sub procedure, the property returns a Boolean value of True instead of a Boolean value of False.

By default, public methods use the NotOverridable modifier in Visual Basic .NET. Therefore, the Boolean value of False is incorrect.
