SYMPTOMSYou can bypass the "Remove Run Menu from Start Menu" policy. You can start a program if you type hcp:// followed by
the path and file name in the Address box of Microsoft
Internet Explorer, and then click Open. CAUSEThis problem occurs because content-linking functionality in
Help and Support Center does not follow the Remove Run Menu from Start Menu
policy. MORE INFORMATIONThe Remove Run Menu from Start Menu policy removes the
Run command from the Start menu, and prevents
users from starting programs from Task Manager, Internet Explorer or other
programs. It also disables the functionality that makes it possible for a user
to display the Run dialog box by pressing the APPLICATION+R
key combination. The content-linking functionality in Help and Support Center
makes it possible for users to directly start programs in the content by
clicking a link. STATUS
Microsoft has confirmed that this is a bug in the Microsoft products that are
listed at the beginning of this article.
