RSVP does not allocate bandwidth correctly on your Windows 2000-based computer when you use QoS (811424)

SYMPTOMSAfter you configure your Microsoft Windows 2000-based
computer to use Quality of Service (QoS), the Resource Reservation Protocol
(RSVP), does not allocate bandwidth correctly. If you use the Rsvptrace tool,
you see the following entry in the trace file:TRAFFIC
CONTROL PROBLEM; fail adding flow - 0CAUSEThis problem occurs when the following conditions are true:
- You configure your network adapter with three Internet
Protocol (IP) addresses.
- You configure the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Qossp
registry subkey with the REG_DWORD EnablePriorityBoost entry set to a value of
1.
- You run a QoS program with the SERVICE_NO_QOS_SIGNALLING
service type.
In this case, the SERVICE_NO_QOS_SIGNALING flag may be set per
flow. This may prevent RSVP signaling. RESOLUTIONService pack information This
problem was first corrected in Windows 2000 Service Pack 4. Hotfix informationA supported hotfix is now
available from Microsoft, but it is only intended to correct the problem that
is described in this article. Only apply it to systems that are experiencing
this specific problem. This hotfix may receive additional testing. Therefore,
if you are not severely affected by this problem, we recommend that you wait
for the next Windows 2000 service pack that contains this hotfix. To
resolve this problem immediately, contact Microsoft Product Support Services to
