FIX: Error 1308 When You Install a Program from an Internet Source Location (811364)

SYMPTOMSWhen you try to install a program by using an Internet
source location, you may receive the following 1308 error message: Source
file not found: http://theserver/theshare/c/temp/DOTLOC~1/test.~~~. Verify that
the file exists and that you can access it. This problem occurs under
the following conditions:
- You use a command line similar to the following:
msiexec /i "http://theserver/theshare/test.msi"
/l*v c:\thelog.log -and- - The Test.msi file has entries in the IsolatedComponent
table.
The following error message (or similar) appears in the verbose
log (thelog.log):MSI (s) (E8:0C): Package path is a URL.
Downloading package. MSI (s) (E8:0C): Note: 1: 1308 2:
http://theserver/theshare/c/temp/DOTLOC~1/test.~~~ CAUSEThis problem occurs because of a bug in the Windows
Installer installation service. Installing from an Internet source location is
supported and should work as expected, regardless of the files in the
