PRB: Health Monitor Actions and Monitors Not Available (811321)

SYMPTOMS

Health Monitor actions are not fired. The tree below Health Monitor contains nothing under Actions, and it also does not show the synchronized and non-synchronized monitors. You see the following in the application event log:Event Type: Error

CAUSE

The problem occurs when WMI cannot use DCOM correctly because the System and Interactive accounts are being removed from the access control entries of the Default Access Permissions section of Dcomcnfg.exe. This behavior may occur when a user on the server specifically adds user accounts to the list (for example, the user may add the IWAM account). Adding user accounts removes the implicit entries for the System and Interactive accounts.

RESOLUTION

To resolve this problem:
  1. Log on to the server with an account that has administrative credentials.
  2. Click Start, and then click Run.
  3. Type dcomcnfg.exe, and then click OK.
  4. Click the Default Security tab, click Default Access Permissions, and then click Add.
  5. In the List Names From drop-down box, select the local computer.
  6. In the Type of Access list, make sure Allow Access is selected.
  7. In the Names box, select Interactive, and then click Add.
  8. In the Names box, select System, and then click Add.
  9. Click OK.
  10. Verify that the System and Interactive users are now added, and that they have Allow Access permission.
  11. Click OK two times.
  12. Open the Application Center 2000 Microsoft Management Console (MMC).
  13. Verify that the synchronized and non-synchronized monitors are present.

STATUS

This behavior is by design.

After the operating system is installed, the Default Access Permissions box shows no entries. However, the local System and Interactive accounts are implicit entries with the Allow Access right. After an administrator explicitly adds an entry (for example, if an administrator adds any local account except System and Interactive) to the Default Access Permissions box, the implicit entries are removed. As a result, some WinMgmt requests may not be successful, including those from Health Monitor.
