Error message: "Windows files must be installed for your installation to proceed" (811122)

SYMPTOMS

When you install the Windows Component Updates (WCU), you may receive the following error message:
Windows Files must be installed for your installation to proceed

CAUSE

This problem occurs when the WCU runs Weccom.msi to install FrontPage 2000 Server Extensions on your computer. The Weccom.msi tries to overwrite Windows protected files (Fp4autl.dll, Fpencode.dll, and Fp4awel.dll). This occurs under the following conditions:
  • The files are not available in the \Program Files\Common Files\Microsoft Shared\Web Server Extensions\40\Bin folders.

    -or-
  • The files exist, but there is a version mismatch of the files on your computer and the files in Weccom.msi.

RESOLUTION

There are two ways to resolve this problem: You can copy the files from the Fp40ext.cab file on the Windows 2000 or Windows XP CD-ROM, or you can install Microsoft Internet Information Services (IIS).
  • Copy the files Fp4autl.dll, Fpencode.dll, and Fp4awel.dll from the \i386\Fp40ext.cab file on the Windows XP or Windows 2000 CD-ROM to the \Program Files\Common Files\Microsoft Shared\Web Server Extensions\40\Bin folder on your computer.

    Note Use this method if your computer is running Windows XP Home edition because you cannot install IIS.

  • To install IIS on a computer that is running Windows 2000 or Windows XP Professional edition, follow these steps:
    1. Click Start, and then click Control Panel.
    2. Click Add or Remove Programs.
    3. Click Add/Remove Windows Components.
    4. Under Components, click to select Internet Information Services (IIS).
    5. To start installation, click Next.
    6. At the prompt, specify the path for the Windows XP Professional edition installation files.
    7. Click Finish.
