Non-Administrator Users Cannot Enroll a Smart Card Certificate After Applying Security Package MS02-048 (811049)

SYMPTOMS

When you apply security package MS02-048 on Windows 2000-based workstations, you must then request a smart card enrollment certificate as a local administrator so that non-administrator users can request a certificate later. If you do not request the certificate, non-administrator users who request the certificate receive the following error message:

CAUSE

The MS02-48 security package does not copy the Scrdenrl.dll file to the correct folder (%WinDir%\System32).

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
