Taskbar Appears as a Flat Line or Size Changes Are Not Saved (810706)

SYMPTOMSThe problem that you experience may be different, depending
on whether the taskbar is locked.
- If the taskbar is unlocked:
The taskbar may appear as a flat line after you shut down and
then restart the computer.
-or- - If the taskbar is locked:
You change the size of the taskbar, but the changes do not
appear when you shut down and then restart your computer. This problem may
occur when you unlock the taskbar, resize it, lock it, and then shut
down.
These problems typically occur after you install a new program
on your computer. RESOLUTION
