SYMPTOMS
When Filtering is enabled in Exchange 2000, some messages
may be unexpectedly filtered. As a result, these messages may not delivered. This behavior occurs if the following conditions are true:
- The All message with Blank
sender Filtering option is selected. To view this option, start Exchange System Manager, and then expand Global Settings. Right-click
Message Delivery, click Properties, and then click the Filtering tab.
- The incoming SMTP message contains extended
characters in the RFC822 sender display name.
If you select the
Archive filtered messages option on the
Filtering tab, you can check what messages are filtered. These messages appear in the Program files\Exchsrvr\Mailroot\Vsi
1\Filter folder.

To resolve this problem, obtain the March 2003 Exchange 2000 Server Post-Service Pack 3 (SP3) Rollup. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

Hotfix Information
A supported fix
is now available from Microsoft, but it is only intended to correct the problem
that is described in this article. Apply it only to computers that are
experiencing this specific problem. This fix may receive additional testing.

pack that contains this hotfix.

in coordinated universal time (UTC). When you view the file information, it is

Time Zone tab in the Date and Time tool in Control Panel.
