MORE INFORMATION

When Outlook is configured with an offline store file (OST), and you use the Remote Mail option on the Tools menu to connect to your server, Outlook may hang up after an attempt to synchronize the Inbox and then redial to download the message headers.

The expected behavior is that only one dial-up and connect should take place, whether there is a "Synchronize Folder" action or not.
