The special file OVLDOS21.OBJ allows a Basic PDS program to make use
of overlays under MS-DOS version 2.10 or later. If you don't link
overlayed programs with OVLDOS21.OBJ, the overlays will work only
under MS-DOS 3.00 or later.
This information is taken from page 18 of the "Microsoft Basic 7.0:
Getting Started" manual.
The methods for loading overlays under MS-DOS 2.10 are different than
the methods used under MS-DOS 3.00 or later. The file OVLDOS21.OBJ
allows the Overlay Manager to handle these differences under MS-DOS
2.10, in addition to handling overlays under MS-DOS version 3.00 or
later.
