Event Message 1004 Terminal Services Licensing When You Use the Citrix ICA Client (329944)

SYMPTOMS

When you connect to a Windows 2000 Terminal Server that has Citrix Metaframe installed, clients may receive the following error message:
Network or dialup problems are preventing communication with the Citrix server. An attempt to automatically restore the connection will begin after a delay to let the network recover. If the problem persists please contact your System Administrator.

-or-

Error in connection. The Citrix server is not available, please try again later.

-or-

Terminal Server has ended the connection.
You may also receive Event ID 1004 message on the Terminal Server in the application event log:

Description: The Terminal Server cannot issue a client license.These messages may occur only when you use the Citrix Independent Computing Architecture (ICA) client. If you are only using the ICA client, Microsoft recommends that you test the behavior with the Remote Desktop Protocol (RDP) client to see if Terminal Services Licensing is not working or the ICA client is not receiving a license.

To do so, install the RDP client. The RDP client is located in the Winnt\system32\clients folder on a Windows 2000 server. If you install the RDP client and the RDP client successfully connects and receives a license, then the problem is with the ICA client. If RDP does not obtain a license, then Terminal Server Licensing is not working.

CAUSE

This behavior occurs because the Citrix ICA client is not working. The Citrix ICA client is responsible for getting a license through the Terminal Services Licensing service when you are using the Citrix product. If the ICA client is not working Windows 2000 generates a 1004 event message on the Terminal Server. The event message indicates that a client did not receive a license. Because you have determined that the RDP client is working, you know that the ICA client is generating the event message.

RESOLUTION

To resolve this behavior, contact Citrix for more troubleshooting.
