SYMPTOMS
When you connect to a Windows 2000 Terminal Server that has
Citrix Metaframe installed, clients may receive the following error message:
Network or dialup problems are preventing communication
with the Citrix server. An attempt to automatically restore the connection will
begin after a delay to let the network recover. If the problem persists please
contact your System Administrator.
Error in connection. The Citrix server is
not available, please try again later.
Terminal Server has ended the
connection.
You may also receive Event ID 1004 message on the Terminal
Server in the application event log:

Description: The Terminal Server cannot issue a client
license.These messages may occur only when you use the Citrix
Independent Computing Architecture (ICA) client. If you are only using the ICA
client, Microsoft recommends that you test the behavior with the Remote Desktop
Protocol (RDP) client to see if Terminal Services Licensing is not working or
the ICA client is not receiving a license.
To do so, install the RDP
client. The RDP client is located in the Winnt\system32\clients folder on a
Windows 2000 server. If you install the RDP client and the RDP client
successfully connects and receives a license, then the problem is with the ICA
client. If RDP does not obtain a license, then Terminal Server Licensing is not
working.
