The following event ID message is logged in the terminal server

Source: TermService Event Event ID: 1004 Description: The
terminal server cannot issue a client license. CAUSEThis problem occurs if all the following conditions are
true:
- The client is an ICA client.
- The client uses Windows 2000 Terminal Services.
- The client is on a network that has Citrix MetaFrame 1.8
for Windows 2000 Service Pack 2 or earlier installed.

MetaFrame 1.8 for Windows 2000. For more information about how to do this,
