XADM: Users Are Not Added to ACL for Public Folders When You Try to Add 1,200 or More Users (329614)

When you try to add 1,200 or more users to a public folder's Access Control List (ACL), the users are not added, and you receive the following error message:
The action could not be completed.
WORKAROUND
To work around this problem, add users to the ACL in groups that are smaller than 1,200. For example, add the first 600 users, and then add the remaining 600 users.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
