SYMPTOMS

You cannot grant permissions to a user or a group to modify mailbox rights in Exchange 2000 unless you also grant the user or group permissions to mount or dismount the information store. You do not want to grant the user or group permissions to mount or dismount the information store, and there is no combination of permissions that you can set to permit the user or group to modify mailbox rights.

For example, if you grant permissions to administrators to modify mailbox rights, the administrators can also mount and dismount information stores.

CAUSE

This behavior is by design. The ability to modify mailbox rights and mount and dismount the information store both rely on the "Administer Information Store" permission. As a result, you cannot grant permissions to a user or group to modify mailbox rights without also granting the user or group the ability to mount and dismount the information store.
