SMS: License Metering Reports 9361 Status Messages (327578)

When you verify the component status for License Metering, you may notice that 9361 status messages are being reported.
CAUSE
A 9361 status message is generated when License Metering does not receive acknowledgement of receipt of data sent to the parent site (within the timeout period, which, by default, is 14 days).
WORKAROUND
To work around this issue, create a new status filter rule to prevent 9361 status messages from being forwarded to the Status Summarizers and written to the site database.
To create a new status filter rule, follow these steps:
- In the SMS Administrator console, locate and then click the Status Filter Rules node (in the following location):

- On the Action menu, click New, and then click Status Filter Rule.
- Click the General tab, and then type a status filter rule name in the Name box. For example, type Disable reporting of 9361 status messages.
- Click Source, and then click SMS Server.
- Click Component, and then click LICENSE_METERING.
- Click Message type, and then click Milestone.
- Click Severity, and then click Error.
- Click MessageID, and then type 9361.
- Click the Actions tab, and then click to select the Do Not Forward to Status Summarizers and Do not process lower-priority status filter rules check boxes. Click OK.
- Increase the priority of the new filter. To do this, follow these steps:
- Expand Status Filter Rules.
- Right-click the newly created rule, and then click All Tasks and Increment Priority.
- Repeat these steps until this status filter rule is displayed above the Write all other messages to the site database and keep them for 30 days status filter rule.
NOTE: You can use the Transfer Settings Wizard from the Systems Management Server (SMS) Value Pack to transfer the new status filter rule to other SMS sites in your hierarchy.

When License Metering runs at a parent site, it sends acknowledgements back to the sending License Metering site for all data received. Typically, the 9361 error is generated because of site communication problems between the child and parent site. In this scenario, the site communication problems should be addressed, and you do not have to filter out the status messages.
This error is also generated (in a pure Microsoft SMS 2.0 environment) when the parent site does not have License Metering enabled, and therefore there is no License Metering component running to send back acknowledgements. In this scenario, the License Metering component can be added to the parent site to prevent the errors, or the status filter rule can be used at the child site.
The 9361 error may also be generated if the parent site is running SMS 2003. The new License Metering component in Microsoft SMS 2003 is designed to not process or acknowledge data sent from an SMS 2.0 License Metering site. In this scenario, use the status filter rule at the child site.
