"Insufficient Resources to Perform This Operation" Error Message with Message Queuing Queue (326447)

When you try to read, to write to, or to peek in a Microsoft Message Queuing queue, you may receive the following error message (or a similar one):

Insufficient resources to perform this operation
CAUSE
This error occurs when there is a version mismatch between certain files that Message Queuing requires. Frequently, this problem occurs when you install Windows 2000 Security Rollup Package, January 2002 and then later remove and reinstall Message Queuing.
RESOLUTION
To correct the version mismatch between the various Message Queuing files, use one of the following methods:
- Manually remove and reinstall Message Queuing, and then restart your Microsoft Windows 2000-based computer.
- Install Windows 2000 Security Rollup Package, January 2002, and then restart your Windows 2000-based computer. To obtain the Windows 2000 Security Rollup Package, visit the following Microsoft Web site:
NOTE: When you install the Windows 2000 Security Rollup Package, the files that Message Queuing requires are updated to the same version.

When this problem occurs, there is typically a version mismatch between the Mqac.sys file that is located in the \WINNT\System32\Drivers directory and the various Message Queuing files that are located in the \WINNT\System32 directory (such as Mqrt.dll and Mqqm.dll). Typically, Mqac.sys is version 5.0.0.742, and the Message Queuing files that are located in the \WINNT\System32 directory are version 5.0.0.721.
If the error message that is listed in the "Symptoms" section occurs intermittently, this problem does not occur because of a version mismatch in Message Queuing files. In this case, the problem may occur because you do not have enough resources.
