Cannot Install Program over an Existing Installation by Using an .msi Package (326424)

SYMPTOMS

When users try to install an .msi package over an existing installation, they receive an error message that states that they must be an administrator to install the program.

CAUSE

This behavior occurs if the following conditions are true:
  • The .msi package is published in a Group Policy object (GPO).
  • The .msi package has a transform applied.
  • The .msi package was previously installed on the client computer by an administrative installation on a per-system basis.
Add/Remove Programs-published programs are per-user installations, and you cannot mix them with per-system installations. This is a documented requirement.

RESOLUTION

To resolve this issue, remove the program that was installed by an administrative per-system installation before you publish it by using Add/Remove Programs.

STATUS

This behavior is by design.
