"Dynamic Link Library TSCTRC.dll Could Not Be Found" Error Message When You Install Terminal Services Client (326019)

SYMPTOMS

If you try to run the Terminal Services client Setup program, you may receive an error message similar to the following:
Conman.exe - Unable To Locate DLL

The dynamic link library TSCTRC.dll could not be found in the specified path C:\Program Files\Terminal Services Client;.;C:\WINNT\System32;C:\WINNT\System;C:\WINNT;C:\WINNT\system32; C:\WINNT;C:\WINNT\system32\Wbem.
If you click OK, the installation continues and completes successfully. You can start the Terminal Services client program (MSTSC.exe), but when you try to start the Terminal Services connection manager (Conman.exe) you receive this error message again.

CAUSE

This behavior occurs because the Terminal Services connection manager program (Conman.exe) cannot find the debug file, Tsctrc.dll, in the %SYSTEMDRIVE%\Program Files\Terminal Services Client folder.

RESOLUTION

To work around this issue, copy the Tsctrc.dll file from the %WINDIR%\system32\clients\tsclient\net\win32 folder, and then paste it into the %SYSTEMDRIVE%\Program Files\Terminal Services Client folder.

NOTE: You can do this either before or after you install the Terminal Services client program.

After you do this, you can start the Connection Manager program successfully.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
