SYMPTOMS

When you try to use a virtual private network (VPN) connection, any of the following symptoms may occur:
  • The connection appears with a red X.
  • You receive the following error message:
    You do not have sufficient privileges for accessing the connection properties. Contact your administrator.
These symptoms occur under the following conditions:
  • Windows 2000 Service Pack 1 (SP1) or Service Pack 2 (SP2) is installed.
  • You are not logged on with local administrator permissions.
  • You installed the fix that is described in the following Microsoft Knowledge Base article:

    318138 MS02-029: Unchecked Buffer in Remote Access Service Phonebook Allows Code to Run

Dial-up connections continue to work correctly without requiring administrator permissions. A member of the Domain Users group may be able to create and use a new VPN connection. However, the symptoms that are listed in this article may occur after the user cancels the connection.
