Microsoft installer packages may be reinstalled when you start a packaged program in Windows XP (324209)

When you try to start a packaged program after you log off and then log back on, some Microsoft Installer (MSI) packages may be reinstalled.
CAUSE
This behavior may occur if the following conditions exist:
- You are using a roaming profile.
- The "Delete cached copies of roaming profiles" policy is turned on.
Part of a users profile that is related to the MSI is stored in the following registry location for Windows XP:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Installer\UserData\(SecurityID)
When the cached roaming profile is deleted, the user-specific data is deleted with it.

The "Delete Cached Roaming Profiles" group policy determines whether the system saves a copy of a user's roaming profile on the local computer's hard disk when the user logs off.
If you turn this policy on, any local copies of the user's roaming profile are deleted when the user logs off. However, the roaming profile still remains on the network server that stores it.
