FIX: Message Queuing Slow Message Delivery (324154)

SYMPTOMS

Message delivery may slow to 10 seconds or longer, per message, at the target computer.

CAUSE

This behavior occurs when Send/Everyone is not the first access control entry (ACE). If this is the case, the receiving Message Queuing service tries to query for a list of groups to which the sender belongs, which slows Message Queuing performance.

By default, Send/Everyone is the first ACE on the list; Owner/Full Control appears next. In the Message Queuing Explorer Security properties, if you click OK, instead of Cancel, to close the properties dialog box, this order is reversed.

Also, Message Queuing performance can be affected if you set up an application as a Windows NT Service under the LocalSystem account, which is the default.

RESOLUTION

In Message Queuing Manager, the code to check access, which tests incoming messages, was changed so that whether Everyone can send is tested first. If so, the program returns the success information immediately, instead of building the group list for the security identifier (SID). This change can also reduce network traffic because the program does not have to make a network call to the domain controller to build the list.

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next that contains this hotfix.
