BUG: Visual Studio .NET Application Performance Slows Down After You Install .NET Framework Service Pack 1 (323196)

After you install Service Pack 1 for the .NET Framework on a computer that is running Windows 95, Windows 98, or Windows Millennium Edition, Microsoft Visual Studio .NET applications appear to run more slowly. Additionally, you may notice that Visual Studio .NET graphical applications (Windows forms) take more time to open.
CAUSE
This behavior occurs when you do not restart the computer after you install .NET Framework Service Pack 1. You cannot log off and then log on after you install the service pack; you must restart the computer.
RESOLUTION
Close all applications, and then reinstall .NET Framework Service Pack 1. When the installation is completed, restart the computer.

If a .NET-based application is running when you install .NET Framework Service Pack 1, you must restart the computer for the changes to take effect. If you log off and then log on, the native images are rendered invalid with the common language runtime so that just-in-time (JIT) compilation is used exclusively. This behavior slows down performance.
