When you (as a conference meeting organizer) book online data conferences in which desktop sharing or program sharing is provided for approximately 25 users, the following connectivity issues may occur:
- Connections are disconnected.
- Users cannot join.
- Presentation material is not rendered.
- CPU use by Conf.exe reaches 100% and never returns to typical levels.
When you add a user to the conference, you may receive the following error message:
Data Conference Capacity Limit
This data conference has reached its capacity and cannot accept any new users at the moment.

The log contains the following:
1527, Client connection refused, Conference at capacity
CAUSE
These issues may occur when any of the following conditions are true:
- There are approximately 25 data conference participants, or more, in a single conference.
- The presentation uses 256 or more colors.
- The presentation contains animation.
- The presentation contains complex graphics.
These issues are caused by a limitation in Microsoft NetMeeting. See the "More Information" section of this article.
RESOLUTION
To resolve this issue, use any or all of the following methods.
- Limit the number of data conference participants to 25 or fewer.
- Limit the number of colors that are used in the presentation.
- Remove animation from the presentation.
- Limit the amount or of graphics that are used in the presentations.

Microsoft NetMeeting is designed to handle approximately 25 total connections in a single data conference. The number of connections is limited because of the traffic data that is passed in the session. Too much traffic in a single data conference can cause the issues that are described in the "Symptoms" section of this article.
